Typically, energy conservation increases after rollout blackouts. During the 2001 California energy crisis, a former governor's spokeswoman, Hilary McLean, said: "We're still encouraging businesses and residents to use energy conservation measures, to try to avoid using energy during peak hours, to use more energy-efficient lighting and appliances," and "So yes, while we've made tremendous progress on the energy front, we're not out of the woods, so we need every Californian to keep pitching in and doing their part." The problem with this statement is not the effort imposed by conservation, but the fact that such an "energy crisis" cannot be solved in the long run by conservation alone.
